First, check to see if the heater valve is working properly. This valve controls the flow of hot air into the cabin. If it's stuck or not working, this could be the cause of the issue. If that's not the problem, then you may need to have the thermostat and heater core checked.

Another thing to check is the coolant level. If the coolant is low, there may not be enough hot liquid flowing through the heater core. Also, check the hoses leading to and from the heater core to make sure they are not clogged.

In some cases, the issue may be with the blower motor. This motor is responsible for blowing the hot air into the cabin. If it's not working properly, the air may feel cold even when the heater is on. Have a mechanic check the motor for any issues.
