The most likely cause of this issue is a faulty power steering pump. The pump may be running low on fluid or it could be damaged. I recommend taking your car to a certified mechanic to have it checked and possibly replaced.

Another possible cause could be a worn out or damaged steering belt. Check the belt for any cracks or signs of wear and tear. If needed, have it replaced by a professional mechanic.

This could also be a sign of worn out CV joints. These joints can become damaged and make a whining noise when they are worn out. Have a mechanic inspect your CV joints and have them replaced if necessary.
